Many self-professed "webmasters" say they know HTML but then rely on solely on WYSWIG editors Or, maybe they know HTML but aren't equipped with the knowledge to meet the marketing and usability requirements which can only be achieved by good design. These questions are to help determine an applicant's knowledge and scope, the programming environment the web expert feels the most comfortable, and what approach they might take to solve problems.
